Magento 1.9 - Cannot create and save email template -

i have tirelessly tried create , save email template no avail. have tried different locales , templates load fine. whenever seek save template error message - "the template name must not empty." although template name field filled. problem?

i recommend yireo email override extenson (see https://www.yireo.com/software/magento-extensions/email-override). 1 advantage templates stored files , can managed through source command (such git).
