cryptoapi - Centralize digital certificates into a webservice inside an organization -

i have specific need within organization , want know if possible. suggestion appreciated;

inside organization, several reasons, there distributed lot of certificates installed within each worker computers. each worker may have maybe 5 or 6 certificates access several webs, sign documents, etc. each time computer broken , reinstalled, or new worker hired or fired, management of certificates, become real headache; removal, re-installation, etc.

i proposing organization develop kind of certificate repository centralize several certificates of organization.

my questions possibility develop , alter or implement keystore o new csp or ksp new crypto provider access central service/server/repository nowadays (authenticate), , sign documents every time specific user needs it.

in case of computer reinstallation, installing developed driver/csp, give access central certificate repository.

the concrete questions if think possible develop driver/csp/ksp piece of software , sentiment possibilities implement in maintainable way ms-windows environments. how focus development?, tips possible or not.
