JMS Distribution Queue in Weblogic Cluster -

i have weblogic cluster ( 1 admin & 4 managed servers). weblogic 10.3.5 version in jms queue distribution have problem below

when 4th managed server ( added recently) started distribution queue sending requests 4th server & remaining 3 managed servers not doing anything

when 4th server off, remaining 3 managed servers (server1,2,3) getting equal load , distribution happening ..

i checked finish queues , configurations seems correct.

what possible causes? have ever faced kind of problem?

thanks,

disable (uncheck) "server affinity" connection mill -> load balancing

make sure 4 servers in cluster

then restart servers (including admin) , seek again.
