networking - Capture RRC state log in android -

i trying capture rrc state logs alter time time in mobile devices based on network usage .as of way possible run special codes e.g "*#0011#" dialer inbuilt feature of device , cannot run service in background. assuming know code turn rcc state capture on, how can log in background in file ?

also there anyway capture , store logs come in adb logcat when device not connected computer ? assuming device keeps generating similar logs when not connected android adb shell.
